The answer to this question is the first option, when we stopped by the garden. Writing this assumes that there is more to follow as in :

When we stopped by the garden , we saw that the flowers were in bloom.

A sentence fragment is a part of a sentence that needs something else added to it in order to be a complete thought. "When we stopped by the garden" is not a complete thought.
