In the given problem Initially there is no charge
 
 For this one Time constant =0.02sec
For this circuit
   0<t<10ms
 
for t=10ms
 
 
 
 
 
From  20ms<t<∞
 
When R changed to Time Constant of the circuit will change.Here Ris changed to 10KΩ
 
Time constant=RC=0.004sec
 
0<t<10ms
 
 
By comparing above two problem we can conculde that the for those which is having less time constant is take less time to reach the peak value.
