Response Details:
The similarity between the surge absorber and the surge arrestor is they eliminate the surge.But the way in which it is done is different in two devices.

The surge arrestor diverts the surge to the earth while the surge absorber absorbs the energy contained in the surge.
 
The surge absorber is a protective device which  can reduce the steepness of wave front of a surge and absorbs energy contained in travelling wave.
 
The surge arrestor is grounded at one end and the other end is brought close to but not touching the object to be protected .If the protected object is struck, the high voltage of the surge arcs across to the surge arrestor and bleeds to the ground.
