In below explanation I have given solution for output voltage without using Laplace transform for Step input.
 
Given circuit with Step input:
 
     
 
At the inductor acts as open circuit (inductor dont allow abrupt changes), hence
For the inductor acts as short circuit; and output voltage
Time constant of the circuit
Here
Therefore
We can write output voltage across the resistorinterms of initial and final voltages as below:
