Response:
I disagree with that statement because quality should exist in a product from day one of it's launch.  I'll give you two examples, one where quality existed and success came, and another where it didn't and the product was reviled.

City of Heroes refused to launch their product with extra content unless that content was up to par with the rest of the game.  They refused to add capes and other such effects to the game at launch time, but what they did have at launch was extraordinarily well tested and well received by the audience.

Windows Vista had many bugs and security holes in it at its launch, to the point that even now, when many of those problems have been resolved, many people would rather install the older, more reliable, Windows XP on their computers, rather than Windows Vista.

Always happy to help.
