So in 15 days, there was a reduction of 148 mg/L in waste.
Try:
148/15=9.87 reduction per day (which I would assume is the rate you are looking for)

Now, take .99*280 and that tells you how much you have to get rid of to achieve 99% reduction
.99*280=277.2

so if you're taking out 9.87 per day and you go until you get rid of 277.2, it will take:
277.2/9.87=28.1 days
