reaction B will be faster because the solvent used in this reaction is acetone which is a polar non protic solvent.  Polar nonprotic solvents work best with sn2 reactions and sn2 reactions work best with primary carbons.  Reaction B involves a primary carbon that is susceptible to a back sided attack whereas reaction A is less favorable and slower because of the branches that will make it harder for the nucleophile to attack from the back side.
