the atomic no. of C is 6
therfore there are 6 protons
the mass given is 13
mass= protons+ neutrons
therefore, neutrons = 13 - 6 
                             = 7 neutrons.

C-13 is an isotope of carbon, atomic number of carbon is 6
 number of nuetrons = mass number(A) - atomic number(Z)
                               = 13 - 6   (given mass number = 13)
                               = 7
 Therefore number of nuetrons = 7
