Response Details:
a)
slope of tangent line at any given point is given by equation

y-y0=m(x-x0)
  where  m = dy/dx          and   (x0,y0)  are any points on the line

dy/dx = 4x3-2

so    it will be

b)  tantent line is zero, wherever   dy/dx = 0

dy/dx = 4x3-2=0
              x3=1/2
               x = (1/2)1/3
