Integral Calc help Will rate lifesaver

Course Textbook Chapter Problem

Question Details:
 Question asks to find the integral of, lets say f(x) (What f(x) equals is irrelavent to my question), between -∞ and ∞. I got to this part which i need help understanding.
How is this true? (It's in the solutions manual)



Could someone please explain this

It has to do with the gaph of y = tanx



Or, the graph of y = tan-1x, which is  a reflection of the graph in the line y = x.
